Challenge yourself with an exciting opportunity to develop a permitting program in a Pacific Island community from the ground up. Build the Commonwealth of the Northern Mariana Islands new air emissions control program; a fully federal-compliant, Clean Air Act-based program.

The CNMI Division of Environmental Quality is looking for a highly motivated individual with both a background in science or engineering and an aptitude for management to build the permitting program over the next 2-3 years. The chosen candidate will be responsible for the start-up and operation of the entire permit program, under recently approved regulations, and will be responsible for performing and mastering the following tasks and skills:

- application review and permitting
- sophisticated computer modeling to verify application data
- air pollution chemistry & emissions calculations
- inspection and knowledge of various processes and equipment
- monitoring air quality and pollutant emissions
- enforcing regulations and permit conditions
- management/mentoring of staff
- preparation of program operating plans and budget
- reporting to DEQ Director and U.S. EPA
- training staff and outreach to the public

The successful candidate will have a B.S. in engineering or a related science and excellent written and verbal communication skills. Experience in compliance or regulation under the Clean Air Act is preferred, and program management experience is also a plus.

The CNMI Office of the Attorney General (“OAGâ€) is seeking applicants for the position of Assistant Attorney General (“AAGâ€) to work with the Coral Reef Initiative in Saipan, Northern Mariana Islands, U.S.A.

The AAG's focus will be on coordinating and assisting the Coastal Reef Initiative Policy Committee, which consists of three local resource agencies, in their efforts to protect coral reefs in the CNMI. The AAG will help define the various responsibilities of the agencies involved in coral reef protection to promote better coordination among the agencies, enforce existing laws to protect the coral reefs, draft new legislation and regulations concerning coral reef protection issues, and assist with the administrative process as it relates to coral reef matters.

Qualifications: Applicants must possess a Juris Doctor from an ABA accredited law school, and be an active member in good standing of the bar of any state or territory of the United States and eligible to be admitted to the CNMI bar (or a member of the CNMI bar) upon commencement of employment. Applicants should have at least four years of experience practicing law and two years of experience in the field of natural resource or environmental law. Ideal applicants will have experience in natural resource management, integrated coastal zone management, maritime law and fisheries management law. Applicants should exhibit the ability to accurately and precisely articulate issues to non-lawyers in a concise and intelligible manner.
